East Palo Alto residents will see three measures placed by the City Council on the November 8, 2016 ballot.  Two of the measures are directly relevant to landlords’ business, and the other one has impacts to the general business environment.

  1. Business License Tax on Landlords: The Business License Tax Ordinance, if approved by voters, will impose a one and a half percent (1.5%) of gross receipts on owners of five or more residential rental units and prohibiting the pass-through of the tax to tenants.
  2. Just Cause for Eviction Ordinance: “…. revising the registration fee pass-through, eliminating annual registration requirements, streamlining annual general adjustment calculations, addressing nuisance-based tenancy termination, strengthening informational notice provisions, …”
  3. Increase the sales tax rate by one-half cent (1/2%), from 9.0% to 9.5%: “This measure is a general purpose tax to be used for programs to improve neighborhood safety and vital City services.”
